Register for monitoring satellite supported state when PSS does not send satellite supoprted initially

In case vendor satellite service sends satellite supported state as false, FWK does not monitor the satellite supoprted state, as it is not expected scenario.
However a case was reported taht scone had faced exception then SS reported satellite is not supported when it is first time connected.
Therefore it is needed to mmonitor satellite supported state even when SS reported as satellite is not supported after it is bound to satellite FWK.

Test: manually test, boot without any network and wait until PSS reports satellite is not supported then connected to network to check whether satellite framework monitors updated status.
