IMS: Set CLIR API Preference Caching

Set CLIR API in GSMPhone can hand over propagation
to ImsPhone; which handles success/failure response
subsequently. For a success Set CLIR response,
ImsPhone needs to cache the CLIR setting in the
SharedPreferences, similar to GSMPhone's behavior.
Moving saveClirSetting method to PhoneBase to
accommodate the same.
