Fix regression in UiccPkcs15#readBinary.

Per ETSI TS 102.221, the READ BINARY command is expected to have no data
parameter. It appears some time between R and S this was unintentionally
added, and it's causing CTS to fail on some modems if they don't
transparently remove the extraneous data.
