SamsungExynos3RIL: fix sim PIN handling

(cherry-picked from cm-10.2)

- fake sim status changed on incorrect PIN (rebase from RIL)
- notify PIN-correct using RADIO_ON instead of on signal strength
  (causes ICC to be queried all the time if no SIM is inserted)
