[MEP] Handle UiccCard and UiccPort disposal when more than one port is supported.

Whenever platform receives the CARDSTATE_ABSENT for any one of the UiccPort, complete UiccCard is disposed. Modified the logic to improve the behavior of Port and Card disposal.
