HTCQualcommRIL: remove skip subscription hack

This was left in place for fireball, but subscription problems on first boot
strangely seem to stem from GApps (if it is installed, changing the
subscription source does not seem to stick across reboot) and not necessarily
from Android defaulting to NV. Regardless of whether this hack is in place,
RIL on fireball still defaults to NV, but the radio no longer goes belly-up
and will sometimes still manage to negotiate an RUIM/SIM subsription. Another
fix will have to considered to make fireball default to RUIM/SIM.
