Add new rule to display 5G+ icon.

The new rule is that if the device camps on an NR specific band
(it defines by carrier config), then TelephonyDisplayInfo's
OverrideNetworkType is OVERRIDE_NETWORK_TYPE_NR_ADVANCED.
