Telephony:Send user reject for SET_UP_CALL timeout

A 'no response from user' response is sent from the dialog activity when
the dialog loses foreground focus, for the setup call command.
Stk App service incorrectly sends a terminal rsponse using the regular
commands i/f API instead of using the one specific for setup call
