msim: order getSubInfo list by slot ID

If the user removes their preferred SIM we will fall back to an active SIM returned by
getSubInfo.  Currently this list is not ordered.  Order by slot ID so that we fall back
to slot 0 by default, this way behavior is at least consistent.
