Multiple PDN connection for same APN on APN protocol type change

Once APN Protocol type is modified while APN throttling is in progress:
On the DATA_PROFILES_CHANGED event, DNC sent PDN connection with modified
APN protocol type.
At the same time on DATA_RETRY event, DNC sent PDN connection with the
previous APN protocol type for the same APN due to invalid
dataprofile at DataRetryEntry.
