Adding configurable default behavior for Enabling Modem on Boot

Test: atest ServiceStateTrackerTest
Running telephony v2/telephonycomm/telephonycomm_unit_test/unit_tests (https://android-build.googleplex.com/builds/abtd/run/L57000000963120575)

Manual test:
Panther and Eos
1) Build for panther with all changes (i.e. ab/P62562126 for panther)
2) Flash and boot for the first time
3) get bugreport
> adb bugreport
4) Find SST logs that shows setPowerStateToDesired i.e.:
"setPowerStateToDesired: mDeviceShuttingDown=false, mDesiredPowerState=true, getRadioState=1, mRadioPowerOffReasons=[0], IMS reg state=false, pending radio off=false"
Result: SST does not have "mDesiredPowerState=true"
