Start pointing UI from evaluateToSendSatelliteEnabledSuccess for P2P non-eSOS messaging. 

When isEmergency is false and enableSatellite is true, we will start a fullscreen PointingUI that will be used for P2P non-eSOS testing.

Test: manual, basic validity tests data sms call, eSOS validity
