Update OTASP status correctly 

fix the scenario: ICC records are loaded and OTASP_NEEDED, and then
we switch from CDMA->GSM->CDMA. In that case we end up sending
NOT_NEEDED and UNINITIALIZED, or just UNINITIALIZED -- and in either
case we don't send NEEDED again.
