Using PHYSICAL_CHANNEL_CONFIG to detect RRC state

- Add CAPABILITY_PHYSICAL_CHANNEL_CONFIG_1_6_SUPPORTED in
modemReducedFeatureSet1
- If modem support PHYSICAL_CHANNEL_CONFIG 1.6, then framework use
PHYSICAL_CHANNEL_CONFIG to detect RRC state.

Test: build pass and no phone crash.
