Rebroadcast SIM_STATE_CHANGED after USER_UNLOCKED.

There may be apps that rely on SIM_STATE_CHANGED but may not receive
the intent if they are not direct-boot aware. This change is to
rebroadcast the last SIM_STATE_CHANGED intents for each phone
after user unlock.
