ANR is observed on performing network reset in Settings

During Network reset, network mode is reset to Automatic. Request
is sent to set Network mode, but there is no response sent because
the Network selection mode is already set to automatic hence the
request is ignored. Send reponse if expected since mode already
set was automatic.
