Update APIs for domain selection service plug-in

1. resetScan is added to onRequestEmergencyNetworkScan().
2. isTestEmergencyNumber() is added to SelectionAttributes.
3. getSubId(), getSlotId(), and getIso() are renamed.
4. cancelSelection() is removed from DomainSelector.
