Process MMI Codes In IMSPhone Even If BasePhone Is CDMA

Removing a check to see if base phone
is CDMAPhone while dialing a call in
ImsPhone. Since the base phone has
handed the call to ImsPhone, which
supports all MMI codes, the check,
that prevented further parsing of
dial string, is redundant.
