MSIM: Fix to send SET_UICC after RILD crash

Reset the modem cap info when RADIO state moves to
UNAVAILABLE which generally happens when SSR happens,
RILD crashes and during phone process start up.
   This is to make sure to send SET_UICC to RIL whenever
RILD crashes on MSIM devices.
