blast: create SurfaceControl from Surface parent

Create a child SurfaceControl from a parent Surface. This is done
by sending the parent IGBP to SurfaceFlinger who gets the parent
Layer information.

This is change is necessary for public SurfaceControl because
createScopedConnection is deprecated.
