libbinder: Add vector<Parcelable> to SafeInterface 

Adds support fo sending and receiving std::vector<Parcelable>
parameters (such as the vector of OccupancyTracker::Segments in
IGraphicBufferConsumer::getOccupancyHistory) as part of a SafeInterface.

Test: New test in binderSafeInterfaceTest
