[SF] Update to use RefreshRateChangedDebugData.refreshPeriodNanos

Checks for Interface Version is >= 3 and vrr_config flag is enabled
before using the refreshPeriodNanos

Update getDisplayConfigurationsSupported to
isVrrSupported
