surfaceflinger: defer EGLImage creation
Do not create EGLImage in BufferLayerConsumer::updateAndReleaseLocked. This effectively defers EGLImage creation from BufferLayer::latchBuffer to BufferLayer::onDraw, and makes sure we do not create EGLImage unnecessarily.
