SF: Refactor onPreComposition 

Adds LayerFE::onPreComposition call, and adjusts the existing
implementation inside SurfaceFlinger to use it, in preparation to moving
the loop over to CompositionEngine.

Test: atest libsurfaceflinger_unittest libcompositionengine_test
