Enable certain safety and time critical automotive use cases.

Pregranting permissions to automotive priviliged client with
uid AID_AUTOMOTIVE_EVS and allow access to system cameras
which are located on the exterior side of the vehicle.
This enables camera access for certain safety critical use
cases such as rear view camera before android boot completes
and system services are up and running.

Test: Test using a simple camera2 ndk program which opens the camera and
capture a still image.
