Camera: Add support for HEIC(/R) HAL advertising

While it is possible that the HAL directly supports the HEIC and HEIC/R
formats, the Camera Service currently does not allow this extensive
implementation.

This change allows the direct HAL advertisement of the HEIC and HEIC/R
formats just like the JPEG/R format.
