MediaCodec: use non-blocking call to get service

Use non-blocking call to retrieve batterystats service.

Without fix there is a risk of unpredicted timeout (up till 5 sec)
for media codec to change state, that is unexpected.

This is to handle the degrade introduced by commit
2606b10d
