mpeg2ts: Enable timestamp reordering for HEVC TS content

If HEVC TS content contains B-frames and the frame rate is not
explicitly set, the decoder may receive out-of-order timestamps
which manifest as a/v sync issues. Enable timestamp reordering
for HEVC content in the TS container to resolve such sync issues.
