APV codec plugins refuse to initialize before sdk=36

Have the APV codec2 plugins refuse to initialize to initialize on
devices before Android 16. This works around a problem in the media_codecs.xml
XML parsing. This is going to allow APV to deploy starting in Android 16.

Also ran bpfmt on the included Android.bp
