GraphicBufferSource: add configure() with 32bit consumerUsage flag

Old vendor partition may have references to old
GraphicBufferSource::configure() and/or
OmxGraphicBufferSource::configure() with 32bit consumerUsage flag.
Retain configure() with 32bit consumerUsage flag for GraphicBufferSource
and OmxGraphicBufferSource from vndk.
