Fix bug when camera privacy toggle is unsupported

When config_supportsCamToggle is false,then the
camera privacy api was incorrectly reporting that camera
privacy is enabled.

Test: Set config_supportsCamToggle to false and verify the camera
preview is working fine using Camera app.
