audiopolicy: Add DEVICE_IN_COMMUNICATION for VOIP 

- On A family, Only DEVICE_IN_COMMUNICATION is supported
  by voip_tx profile. getDeviceForInputSource should
  always return DEVICE_IN_COMMUNICATION to load
  voip_tx profile
