audio: Reduce device switch delay

- Device switch values are high on changing
  speaker to headset

- APM delay device switch twice to the output
  descriptor latency to make sure play left over
  buffer in previous device before route to
  new device

- Reduce device switch delay to 3/2 instead of twice
  output latency if routing is intended for same HAL module
