frameworks/av: do not allow voip direct output for non 16-bit PCM 

VoIP call using voice path supports bitwidth of 16 bits only under
PCM formats. Check the format and avoid setting Direct and VoIP flags
on the Audio Track for non 16-bit bitwidth under PCM formats.
