msm: vidc: check for thermal during load resource

During critical thermal level, new video session is
not allowed incase the required clock is turbo. The
check for thermal state during get/set params is not
appropriate. Core clock frequency may not be updated
during set/get parameter negotiation. Thermal check
is now done during load resource.
Also move the instance to invalid state before sending
abort to firmware. This will ensure there is no command
being queued to firmware after sending abort message.
