power: smb349-charger: Add a workaround flag for APSD failure

The USB PHY drives the D+/D- lines low which causes the SMB to
fail APSD (auto power source detection) and report an incorrect
charger type. Until this is fixed in the next SMB revision,
report the charger type as UNKNOWN which indicates the USB
driver to initiate a software based charger detection.
