ARM: dts: msm: correct mincpubw voting for MSM8939 V3.0

Mincpubw voting was not correct for power cluster cpu
frequencies. The min ddr floor set was higher for corresponding
cpu frequency and causing power regression. Fix it by doing proper
mapping in mincpubw voting.
