power: qpnp-bms: Fix CHARGE_FULL_DESIGN units

The documentation indicates that BMS's CHARGE_FULL_DESIGN property
is in microamp-hours, but BMS current reports the property in
milliamp-hours.

Fix this by multiplying the fcc by 1000.
