msm: acpuclock-8974: reduce current requirement for CPUs at 300MHz

For the lowest frequency the cpu may not need 3.2Amps.
Use a lower value, 100mA, to avail the pfm mode savings.
Note that this 100mA is a temporary placeholder and will
be a updated when HW is characterized.
