ARM: dts: msm: Enable PHY SOF workarounds for MDM9625

HSIC PHY has 3 hardware issues related to a race condition between
a SOF packet and RESET, SUSPEND or RESUME events.

For MDM9x25 v1, all 3 issues were applicable. For MDM9x25 v2,
all issues should have been fixed in HW, but it turns out that
two of the three issues are still applicable.

Enable the SUSPEND SOF, and RESET SOF workarounds for MDM9x25 v2.
