ARM: dts: msm: Add sleep-set for s1 regulator

The sleep-set configuration is applied by RPM when
APPS goes into power-collapse. Adding this entry
ensures that RPM has a sleep set configuration for S1.

While at it, use the active-only regulator handle for
APC power rail.
