ARM: dts: msm8994: use CE voter clocks for crypto drivers

change to use CE voter clocks for qcrypto and qcedev driver, otherwise
the clock request will not be handled correctly by RPM. Two Dummy clocks
"iface_clk", "bus_clk" are still kept in msm8994 device tree for
backward compatability with other targets.
