msm: kgsl: VBIF perf counters support for 8916

Add support to program VBIF perf counters for 8916.
This is needed as the 8916 is having VBIF 2.0 unlike
other A3xx targets. And VBIF 2.0 spec got changed with
respect to perf counters offsets and selection procedure.
