ARM: dts: msm: Enable PHY sleep clock reset

Krypton initialization sequence requires reset of the phy_sleep_clk.
Setting the device tree attribute to indicate that such a reset should be
performed. Without this reset, on few devices USB core doesn't raise any
interrupt and USB enumerations doesn't work.
