usb: dwc-msm: Call dwc3_id_work() when handling PROP_USB_OTG

On systems where POWER_SUPPLY_PROP_USB_OTG is used instead of
pmic_id_irq, the handler is calling dwc3_resume_work() which does
not allow for external clients, such as MHL, to be notified. Call
dwc3_id_work() instead.
