msm: mdss: consider solid fill for ppp resource update

Currently solid fill is not considered in the ppp resource
calculation for mdp3 targets as it comes as separate blit
ioctl prior to the blit for actual layers. Add this
resource requirement in the resource calculation for
actual layers as the solid fill region wont change unless
the use-case changes. This will help to address the
performance issues due to solid fill.
