usb: phy-msm-usb: restore bus bandwidth vote upon device bus resume

We put a maximum performance bus bandwidth vote while operating in
device mode. This voting is managed in peripheral start/stop path.
This vote is also removed while entering LPM as part of device bus
suspend. Restore the vote upon device resume.
