msm: ipa: change IPA CNOC request from 75MHz to 37MHz

Making 75MHz requests opens the door to the possibility
that someone else's concurrent A2 BAM accesses will hang
(hw bug). IPA HW team has confirmed that running CNOC at
37MHz is acceptable.
