msm: pil: Shift calling the wncss logging function to wcnss driver

Currently, the function for logging wcnss debug registers is
called from the pil-pronto driver.
Instead, use the 'before_shutdown' and 'soc_reset' notifications
provided by the ssr framework to call the debug function from the
wcnss driver directly. This is crucial in moving forward with
having a generic PIL/SSR driver for all subsystems.
