ARM: dts: msm: Restrict the Fmax to 1.3GHz

Thermal issues have been seen with speeds beyond 1.344Ghz.
Limit fmax to 1.344Ghz on performance cluster to avoid these
issues for now. Fmax can be increased to 1.5Ghz once these
thermal issues are resolved.
